Highlights

A company requested reconsideration of the denial of its protest, contending that the agency improperly considered the proposed awardee's offer and that the proposed awardee's offer was ambiguous. Although the protest was possibly untimely, the request for reconsideration was considered because it raised issues regarding the legality of the proposed award. However, the prior decision did not contain material errors of fact or law and, despite possible improper interpretations, the low bid remained low.
