Standards of Responsibility in Request for Price Proposals

A protester against a contract award claimed that the awardee did not meet eligibility standards of the solicitation. Standards of responsibility in the solicitation for price proposals were not evaluation factors bearing on technical acceptability but were definitive criteria of responsibility. Standards for management personnel were met by inclusion of service with a prior company which continued operation under a new name and ownership, and a requirement for engineers was met by employment of a full-time and four part-time engineers available for full-time work.
