A company protested award of a contract after its telegraphic bids had been rejected, one as nonresponsive and one as late. The bid which stated the wrong delivery time was nonresponsive in spite of the bidder's allegation that it was due to a clerical error, and a nonresponsive bid may not be corrected after bid opening. The bid received after bid opening was late and may not be considered since the lateness was not due to government mishandling.
