Two companies protested award of a contract for repurchases, contending that the repurchase solicitation should be canceled and that award should be made to the lowest offeror under the original solicitation. The protest was not filed within 10 days after bid opening and was untimely. Since regulations require that when reprocurement is on account of a defaulted contract, the entire procurement must be treated as a new procurement, the offers were properly obtained under a new solicitation.
