Highlights

The protester objected to the rejection of its bid as nonresponsive because it returned an amendment to the solicitation containing a new schedule which increased the quantity by 24 percent without inserting any prices in the amended schedule. The bid was properly rejected as nonresponsive since the lack of a bid price for a substantial portion of the requirement could not be waived as a minor informality.
