Allegations of Improperly Drafted Solicitation and Low Bidder's Nonresponsibility

A protester alleged that a solicitation permitted bidders to quote prices based upon the bidders' own theory of the material necessary and that the low bidder was not responsible for financial reasons. The protest concerning the improperly drafted solicitation was not filed until after bid opening and was, therefore, untimely and not considered. The allegation of nonresponsibility was not considered since GAO does not generally review affirmative determinations of responsibility.
