The protester requested reconsideration of a decision upholding the award of a contract to another bidder. In the absence of a showing of error of law or fact, the original decision was affirmed since the invitation requirements permitted submission of varying delivery periods and since the open-ended delivery terms, while potentially contrary to sound procurement policy, were not per se contrary to the requirements in the Federal Procurement Regulations and were not misused by the contracting officer to the detriment of any bidder.
