A company protested that specifications in a solicitation were unduly restrictive. The agency's reliance on the Federal Construction Council's recommendations was reasonable, and the recommendations did not prove to be invalid or obsolete. The fact that suppliers may have been precluded from offering their products did not render the specifications unduly restrictive.
