Highlights

The protester objected to the award of a contract, alleging that the successful bidder was nonresponsible because of alleged inadequate performance on prior contracts. The protest was not for consideration by GAO since protests against an agency's affirmative determination of responsibility are not for review in the absence of a showing of fraud on the part of the agency.
