Request for Modification of Contract Due to Confusion Regarding Requirements

The contractor requested, and the agency recommended, modification of a contract to conform to the contractor's interpretation of the contract specifications at no change in the contract price. Since the record showed that confusion existed on the part of both the contractor and the Government as to certain contract requirements, due at least in part to the manner in which the pertinent information was presented in the solicitation, the proposed modification of the contract was approved.
