Claim for Reimbursement of Household Goods Shipped Prior to Issuance of Orders

An officer appealed the disallowance of his claim for reimbursement of household goods shipping expenses which were incurred prior to the issuance of change of station orders. Shipment long prior to issuance of orders is prohibited, except in unusual situations, and reimbursement under these circumstances was not allowed.
