A decision was requested as to whether the agency may charge annual leave which was forfeited for periods in which sick leave was charged during the interim between removal and reinstatement of an employee. Since the employee was reinstated after improper removal, the agency may charge his annual leave account for the period between removal and reinstatement which he charged to sick leave.
