The protester alleged that the low bidder was nonresponsible because of inadequate prior contract performance and contended that issuance of the solicitation was improper. The protest concerning the low bidder's nonresponsibility is not for consideration since GAO does not generally review determinations of responsibility. The contention that issuance of the solicitation was improper because the Government should have exercised its option with the protester was also not considered because it related to contract administration, a matter not generally reviewed by GAO.
