Highlights

A company protested rejection of its bid as nonresponsive and award to the next low bidder. The omission of prices for two items rendered the bid nonresponsive because they affected the bidder's basic obligation to deliver the items being procured. A subsequent offer not to charge for omitted items did not make the bid responsive since responsiveness must be determined at bid opening.
