A protester contended that the awardee of a total small business set-aside award was not a small business and that its bid, therefore, was nonresponsive. The awardee failed to certify itself as a small business in good faith and, as a result, its bid was nonresponsive. However, since the contract was fully performed, no corrective action was possible.
