An incumbent contractor protested its exclusion from the second part of a solicitation which was reissued after an agency representative brought an employee of the contractor into a meeting with a competitor. The contractor's employee should have been identified prior to the meeting, and any improper advantage gained by the contractor should be eliminated. There is no basis for the agency to discontinue the current two-task procurement, however, and the evaluation approach should be based on full consideration of all pertinent factors.
