An Army member claimed reimbursement of expenses and monetary loss incurred in the delay of shipment of his privately owned vehicle from Germany to the United States. No statute exists which would allow reimbursement for monthly automobile payments and other expenses, and the member's claim does not warrant reporting to Congress under the Meritorious Claims Act of 1928.
