Determination of Nonresponsibility Based on Past Unsatisfactory Performance

A company protested its rejection as nonresponsible because of past unsatisfactory performance, arguing that its prior nonperformance was the Government's fault and contending that it was a victim of racial discrimination. GAO does not review contracting officers' determinations of responsibility; the protest was not considered.
