A company protested the agency's refusal to award it a contract and the subsequent award to another company, claiming that it offered equipment at substantially lower prices than those of the awardee. Refusal to award the contract to the protester, a third party supplier, was not improper since the agency determined that award would not be in the government's best interests, and the protester offered to furnish only used equipment contrary to solicitation requirements.
