Request for Voucher Payment for Fees to Enter Agency Publications in Contest

The Authorized Certifying Officer from the National Oceanic and Atmospheric Administration asked GAO's opinion regarding whether a reimbursement voucher, covering the cost of fees advanced to enter agency publications in the 1971 Annual Government Publications Contest of the Federal Editor's Association, could be certified for payment.
