Several part-time Immigration and Naturalization Service (INS) employees requested additional compensation, contending that they worked overtime, Sunday and holiday hours. GAO held that (1) part-time employees are due additional compensation for "overtime," or work performed outside their regular tour of duty; on Sundays; and on holidays, (2) the INS employees did not have a regular tour of duty, and (3) they had worked on Sundays and during holidays. Accordingly, GAO recommended that INS additionally compensate its employees for their Sunday and holiday work, but not for work that would otherwise be considered "overtime."
