Gentlemen:
Reference is made to your letter of November 15, 1968, requesting our advice concerning the appropriate means to make a compromise offer in settlement of the indebtedness of your client, Junkune Brothers, American Lock Company, of $39,441.40 resulting from decisions Nos. 12042 and 12328 by the Armed Services Board of Contract Appeals.
Under the Federal Claims Collection Act of 1966, Pub. L. 89-508, 80 Stat. 308, 31 U.S.C. 951-953, the Attorney General of the United States is the only party authorized to compromise claims of the United States whose principal amount is in excess of $20,000, with certain exemptions not relevant here. Accordingly, any further settlement negotiations should be with the Department of Justice.
