Overseas teachers who elected not to be members of the plaintiff class in March v. United States claimed backpay on an independent basis. The backpay may be paid in accordance with the court's interpretation of P.L. 89-391, but since claims are being allowed administratively, they are subject to the statute of limitations where applicable. The counsel for the plaintiff class in March v. United States was not entitled to the counsel fee for individuals who elected not to be in the class since they were barred from the class recovery.
