THE RECORD SHOWS THAT DURING THE PERIOD IN QUESTION YOU WERE ASSIGNED TO DUTY AT THE TULSA VORTAC FACILITY WHICH WAS APPROXIMATELY 9.5 MILES FROM YOUR MAIN HEADQUARTERS AT TULSA AIRPORT. SINCE YOUR FULL TOUR OF DAILY DUTY WAS TO BE PERFORMED AT THE TULSA VORTAC IT WAS ADMINISTRATIVELY DECIDED TO HAVE YOU REPORT THERE DIRECT FROM YOUR RESIDENCE EACH DAY WHICH YOU SAY WAS APPROXIMATELY A ROUND TRIP DISTANCE OF 17.5 MILES PER DAY. WHENEVER SUCH MODE OF TRANSPORTATION IS AUTHORIZED OR APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT BE PAID MILEAGE FOR THE USE OF PRIVATELY-OWNED AUTOMOBILES WHEN ENGAGED ON OFFICIAL BUSINESS WITHIN OR OUTSIDE THEIR DESIGNATED POSTS OF DUTY OR PLACES OF SERVICE.

YOUR LETTER OF FEBRUARY 24, 1968, WITH ENCLOSURES, REQUESTS RECONSIDERATION OF YOUR CLAIM FOR THE SUM OF $770.87, REPRESENTING MILEAGE WHICH YOU ACCUMULATED DURING THE PERIOD JANUARY 9, 1964, TO JUNE 28, 1966, FOR DAILY ROUND TRIPS BY PRIVATELY-OWNED AUTOMOBILE BETWEEN YOUR RESIDENCE AND YOUR DUTY POINT AT THE TULSA VORTAC. YOUR CLAIM WAS DISALLOWED BY OUR SETTLEMENT OF FEBRUARY 16, 1968, BECAUSE THE MILEAGE HAD NOT BEEN AUTHORIZED OR APPROVED.

THE RECORD SHOWS THAT DURING THE PERIOD IN QUESTION YOU WERE ASSIGNED TO DUTY AT THE TULSA VORTAC FACILITY WHICH WAS APPROXIMATELY 9.5 MILES FROM YOUR MAIN HEADQUARTERS AT TULSA AIRPORT. SINCE YOUR FULL TOUR OF DAILY DUTY WAS TO BE PERFORMED AT THE TULSA VORTAC IT WAS ADMINISTRATIVELY DECIDED TO HAVE YOU REPORT THERE DIRECT FROM YOUR RESIDENCE EACH DAY WHICH YOU SAY WAS APPROXIMATELY A ROUND TRIP DISTANCE OF 17.5 MILES PER DAY.

SECTION 3.5B (1) OF THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS PROVIDES THAT OFFICERS AND EMPLOYEES SHALL, WHENEVER SUCH MODE OF TRANSPORTATION IS AUTHORIZED OR APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT BE PAID MILEAGE FOR THE USE OF PRIVATELY-OWNED AUTOMOBILES WHEN ENGAGED ON OFFICIAL BUSINESS WITHIN OR OUTSIDE THEIR DESIGNATED POSTS OF DUTY OR PLACES OF SERVICE. THERE IS NOTHING OF RECORD TO SHOW THAT THE USE OF YOUR PRIVATELY-OWNED VEHICLE WAS AUTHORIZED OR APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT BY THE PROPER ADMINISTRATIVE OFFICIAL. ON THE CONTRARY THE ADMINISTRATIVE OFFICE RECOMMENDED DISAPPROVAL OF YOUR CLAIM.

SINCE THE ADMINISTRATIVE OFFICE RECOMMENDS THAT YOUR CLAIM BE DISALLOWED AND THE TRAVEL WAS NEITHER AUTHORIZED NOR APPROVED AS REQUIRED BY THE APPLICABLE REGULATIONS WE HAVE NO ALTERNATIVE BUT TO SUSTAIN THE ACTION TAKEN IN OUR SETTLEMENT OF FEBRUARY 16, 1968.
