A retired Air Force officer requested the refund of a gift he had given to the United States Treasury, contending that the funds represented what he mistakenly believed was an overpayment in salary. GAO found that the descriptive material or explanation on the face of the two checks gives no indication that the amounts of the checks were not unconditional gifts to the government. Accordingly, the officer's request was denied.
