Proposed Legislation to Create a National Zoological and Aquarium Corporation to Provide Assistance in Improving Zoos and Aquariums

GAO responded to a request from the Chairman of the Committee on Merchant Marine and Fisheries, House of Representatives, to comment on H.R. 7086, 95th Congress, which would create a National Zoological and Aquarium Corporation to provide assistance in improving zoos and aquariums.  GAO responded that the Office generally does not favor the establishment of a corporation to perform functions which could be vested in an established department of the Government and in this case suggested that the Committee might wish to consider vesting the functions covered by the bill within the framework of an established department of the executive branch.  If the Committee decided that a corporation should be established, GAO provided comments on various sections of H.R. 7086.
