Department of Defense's Use of Total Labor Area Set-Asides

The propriety of a proposed test procedure involving total laboratory surplus area set-aside procurements was questioned. The proposed test was approved subject to conditions that ample competition is determined to exist under each set-aside selected for the test, the set-aside will be canceled if bid prices are not in the lowest price obtainable category, and the testing will be limited to a small number of procurement actions.
