Comments on the Legality of the Army's Procurement of Personnel Carriers

GAO commented on whether the Army complied with applicable procurement regulations in procuring the services of M113 personnel carriers. GAO noted that since the contract was negotiated and awarded under 10 U.S.C. 2304(a)(16), GAO was not in a position to question the legality of the award or the expenditure of public funds, and directed this matter to the Secretary of Defense.
