The Houston Fire and Casualty Insurance Company protested the rejection of its bid for furnishing insurance for the Farmers Home Administration (FHA).

GAO found that the Houston Fire and Casualty Insurance Company failed to become licensed to do business in all states and territories, as required by the solicitation. Accordingly, GAO found a sufficient basis to consider their proposal non-responsive to the FHA solicitation, particularly in view of the fact that other companies were able to meet this requirement.
