National Park Service Granting Right of Use and Occupancy on Property under Their Land Acquisition Program

Our opinion has been requested concerning the legal nature of the right of use and occupancy retained by grantors under the land acquisition program of the National Park Service, (NPS), and concerning whether the Government is receiving a fair rate of return on its investment in these properties.
