Bridges--Tolls--United States Mails, Troops, and Munitions of War

The Department of the Army requested that GAO determine whether the United States was liable for the payment of tolls for the movement of its troops and munitions over a bridge and presented a voucher in favor of the New York State Bridge Authority covering the payment of tolls.
