Legality of the Maritime Administration Sponsoring a Two-Week Seminar for Maritime Writers

Congress requested GAO's opinion as to whether there are any legal bars, financial or otherwise, which may prevent the Maritime Administration and the United States Merchant Marine Academy at Kings Point, NY, from participating in a two-week seminar for general publication maritime writers. The purpose of the seminar is to provide the writers with the necessary background information to enable them to give the public a clear understanding of maritime matters.
