The Chief of GAO's Claims Division requested clarification on appropriation limitations regarding payments of judgments against the United States. The limitation bars claims agains the United States if not filed within 10 years after the date such claim first accrued.

GAO found that the appropriation limitations were superceded by the specifics of an earlier law. Accordingly, the limitations are not applicable in this and similar cases.
