Appropriations--Availability--Construction of Dam Partly on Foreign Soil

The Secretary of Agriculture requested GAO's decision on (1) whether appropriated funds may be used to build a dam where a portion of the dam lies in Canadian territory; and (2) whether such an improvement may be placed partly on land in private ownership outside the boundaries of the United States, without obtaining a right in perpetuity.
