A Congressman asked GAO if it would be a direct violation of the law if expenses were paid from appropriations for the Post Office Department for the President of the National Association of Postmasters of the United States to speak at special briefings at the Department's 15 regional offices. The Congressman points out that the postmasters are in turn expected to try to influence Members of Congress in support of the "Postal Service Act of 1969."
