Cancellation of Contract Reward Due to Discrepancy Over Packaging Requirements

The Secretary of the Air Force requested GAO?s opinion on whether or not it would be proper to accept delivery of a cleaning compound and pay the contractor on a quantum meriut basis out of fiscal year 1954 funds obligated on the original contract. A stop order was placed on the original contract upon receipt of a protest by the next lowest bidder; however, before receipt of the stop order, 90 percent of the cleaning compound had already been blended and stored.
