GAO reviewed the U.S. Army Corps of Engineers Savannah District's management of the three Savannah River Basin reservoirs--Hartwell, Richard B. Russell, and J. Strom Thurmond--during the drought which began in July 1987. The Water Supply Act of 1958 does not provide authority for the water supply contracts of the Corps, and according to Section 6 "surplus water" in the Flood Control Act, the contract is not justified under this act. Accordingly, the protest was denied.
