A firm protested a Department of Housing and Urban Affairs (HUD) contract award for real estate closing agent services, contending that, in not considering its proposal, HUD improperly awarded contracts to small business offerors in excess of fair market proces. GAO found that the awards were made in accordance with the solicitation terms providing a cascading set-aside preference for small-business awards, without consideration of any large business offer received, where two or more competitive offers were received from qualified business concerns. Accordingly, the protest was denied.
