A firm protested a Federal Highway Administration (FHA) contract award for road construction, contending that (1) FHA improperly decided to award additional road construction to the awardee and (2) the awardee's bid should have been considered unbalanced because it did not include mobilization costs. GAO held that (1) FHA fairly decided to award additional construction because FHA is not required to obtain all rights-of-way as a condition of the award and (2) the awardee's bid was not unbalanced because mobilization will not be needed in performing the work. Accordingly, the protest was denied.
