A firm protested the cancellation of a solicitation issued by the Department of Labor for Job Corps program services, contending that Labor's sole-source award to the incumbent contractor was improper. GAO found that due to the considerable transition period required for a change of contractors, only one responsible firm, the incumbent contractor, was available to meet Labor's immediate need for the services during the limited time period. Accordingly, the protest was denied.
