A firm requested that GAO recommend that the Department of the Army reimburse them the costs associated with its efforts to obtain a contract for a common aviation architecture system software package for a fleet of helicopters. GAO found that (1) the Army did not solicit proposals but, rather, was investigating requester's viability as a potential source; (2) the costs incurred thus are not proposal preparation costs; and (3) GAO has no authority to recommend their reimbursement. Accordingly, the request was denied.
