A firm protested the Department of Education's failure to award it a contract for analytical support services, contending that Education misevaluated its proposal and, as a result, improperly determined that it was technically unacceptable. GAO held that Education's rejection of the protester's proposal as technically deficient, and therefore unacceptable, was fair because the record shows that the evaluation was reasonable and consistent with the solicitation's evaluation criteria. Accordingly, the protest was denied.
