A firm protested an Army Corps of Engineers contract award for preventive maintenance and equipment inventory at healthcare facilities, contending that the Corps: (1) improperly evaluated proposals in a manner that was inconsistent with the solicitation evaluation criteria and inadequately documented, and (2) accorded preferential treatment to the incumbent during the evaluation process by conducting prejudicially unequal discussions. GAO found that the Corps: (1) was not required to give additional evaluation credit to a proposal that may have exceeded the solicitation requirements, and (2) the evaluation record presents sufficient detail to assess the reasonableness of the conclusion that the awardee's and protester's proposals were technically equivalent.
