A firm requested reimbursement of its costs, including attorneys' fees, incurred in connection with its protest challenging a contract award for elevator maintenance services, contending that the award of contract to the awardee was improper because the General Services Administration (GSA) had failed to conduct meaningful discussions and had erroneously determined that the awardee satisfied a specialized experience requirement contained in the solicitation. GAO found that: (1) the issues raised by the protester were not clearly meritorious, and (2) GSA determined to take corrective action because of its concern with a matter that was not raised in the protest. Accordingly, the request was denied.
