A firm protested its exclusion from the General Services Administration's (GSA) solicitation for central alarm monitoring and radio dispatching services, contending that GSA unfairly excluded the protester's proposal from from competitive range. GAO found that GSA reasonably downgraded the protester's proposal under key personnel factors because the protester could not provide evidence that its incumbent staff would work for the protester, nor did it offer alternative employees to cover the eventuality that incumbent employees would not work for the protester. Accordingly, the protest was denied.
