A firm protested a Department of Veterans Affairs (VA) contract award for medical transcription services, contending that VA improperly rejected its proposal. GAO found that: (1) VA's technical evaluation board (TEB) evaluated the proposal in accordance with the criteria announced in the solicitation and the record supports the TEB's conclusions, and (2) a proposal found deficient following a comparative evaluation of proposals under traditional responsibility factors such as experience, past performance, and personnel qualifications is not a matter of responsibility subject to the Small Business Administration's certificate of competency procedures. Accordingly, the protest is denied.
