GAO reviewed the Library of Congress Fiscal Operations Improvement Act of 2000 to determine if the act authorizes the Library of Congress (LOC) to retain in its Federal Library and Information Network (FEDLINK) revolving fund, without fiscal year limitation to cover the cost of customer orders in future years. GAO found that the Act does not provide LOC with the authority to retain deobligated, unexpended balances without fiscal year limitation.
