A firm protested an Immigration and Naturalization Service (INS) contract award for janitorial and grounds maintenance services, contending that it was a violation of Federal Acquisition Regulation (FAR) requirements for the INS to issue purchase orders to maintain interim services while competitive procurement for the same services was ongoing. GAO held that the purchase orders were issued in accordance with FAR regulations. Accordingly, the protest was denied.
