Protest of NASA Contract Award for Operation and Maintenance Services

A firm protested a National Aeronautics and Space Administration (NASA) contract award for operation and maintenance services, contending that NASA improperly conducted discussions with the awardee and not with it. GAO held that NASA's exchange with the awardee did not constitute discussions, since the awardee was not afforded an opportunity to revise its proposal. Accordingly, the protest was denied.
