GAO was asked to determine the validity of the transfer of appropriations. GAO determined that appropriation accounts to which these amounts were proposed to be credited were not in accordance with the intent of the law. This transfer of appropriations involved marketing agreements with respect to the hog cholera virus and serum, the soil survey of the Hawaiian Islands, and tobacco agreements among states.
